Phase 2 Planning Reforms

The Phase 2 Planning Reforms will take place over a 2-3 year period commencing in 2021 and comprise the following key components:

  1. introduction of the Tasmanian Planning Policies
  2. delivering an improved regional land use planning framework
  3. comprehensive reviews of the three regional land use strategies

In the meantime the Planning Policy Unit will be working with councils and the regions to identify opportunities for planning studies and analysis that can occur now to contribute to:

  • short-term updates to the three regional land use strategies to ensure they remain fit for purpose; and
  • the longer-term comprehensive reviews of the three regional land use strategies.

Tasmanian Planning Policies

The Tasmanian Planning Policies (TPPs) will for the first time establish the comprehensive, high-level policy framework for the planning system.

The TPPs will shape the future for Tasmania through informing strategic land use planning and the planning rules in the Tasmanian Planning Scheme. The TPPs will also guide the comprehensive review of the three regional land use strategies.

The Tasmanian Government is currently seeking your input on the scope of the draft TPPs.

Regional Land Use Planning Framework

The current planning legislation provides little guidance on the regional land use strategies, including who prepares them, and the assessment, approval and review processes. There are no requirements for community engagement, or the content and timeframes for the strategies.

A review has commenced to implement an improved regional land use planning framework to assist with the comprehensive reviews of the three regional land use strategies and their future implementation, monitoring and review.

A Discussion Paper will be released for public consultation in the coming months to assists with establishing in the improved regional land use planning framework.

Comprehensive reviews of the three regional land use strategies

Comprehensive reviews of the three regional land use strategies will follow the making of the TPPs and the introduction of the improved regional land use planning framework.

The regional land use strategies will be reviewed for consistency with the TPPs. The reviews will be conducted in accordance with the legislated processes and guidelines for regional land use strategies established by the new regional land use planning framework.
